Tard Carter, a 34 year-old, violence interrupter in East Baltimore was recognized as a CNN Hero today. Tard is part of Safe Streets, an innovative initiative of the Baltimore City Health Department based on the Cure Violence model. Launched in 2007, an upcoming evaluation conducted by Johns Hopkins has found Safe Streets to be effective in reducing shootings and killings.
